I am not sure but it seems to me that the patient is suffering from spasticity which is continuous stiffness and contraction of muscle. But differential diagnosis for epilepsy is needed. The causes of spasticity are many like, brain injury, MS, Spinal cord injury, cerebral palsy and at least 20 more. It will better to have first differential diagnosis first. This will be done by the doctor. No need to discuss with his family about seizure or spasticity but discuss to take him to doctor and doctor will convinced them after proper diagnosis.
