Why is that sometimes when I go for my blood tests, they find a vein and get right to it and other times they poke all around till they find a place?

I think those phlebotomists know exactly what they're doing and get a kick out of hurting people.

That's my problem.  Luckily, since I do their payroll, the phlebotomists always give me the best person available.  HA!

Seriously, though ... It's supposed to help if you put a warm towel on the vein, so I sometimes put a heating pad on it for a half hour before going in.  I also try to stay hydrated, but don't really see that helping too much in my case.

Aside from the skill of the technician, it also helps if you drink a lot of water ahead of time.  It plumps your veins and makes it easier to locate a "good" one :)
