Nope, it's just a rumour that dipping tobacco contains fibreglass.

The thinking behind this is that fibreglass would make small cuts in your mouth that would aid the absorption of nicotine.

In actual fact, receiving small cuts to the inside of your mouth would actually cause swelling, thus hindering absorption.

Often, people mistake the shiny substance that is sometimes visible on skoal as glass. It's actually just a salt-like crystal used to preserve the freshness of the tobacco.
