Well you can't make yourself grow. It's all in the genetics. My mother is 5'5" 1/2 and my father was 5'11" i'm estimated to be 5'3" - 5'5".  As of right now I'm 13 I'm 5'2" 1/2 and I weigh 123 pounds so it most definitley is normal/good.

Well your sister is still young she still has plenty of time to grow. I grew a lot when i was 14/15 my freshmen year of hs (I'm heading into my senior year) and I'm still growing. Tell her to calm down and be patient.
