A completely normal 15 year-old boy may have no pubic hair as a result of "late onset puberty". These boys will start puberty at a later age then other normal boys, but will also continue their growth spurt to a later age than other normal boys.
The only way to know if this is a normal boy, however, is to have him evaluated by a pediatrician.
