Unfortunately, yes.  All the nerves controlling your arm exit cervical levels C5-6 and C6-7 in the spinal column and if they are compromised, they can cause many such symptoms.

I suggest you see a neurologist or neurosurgeon to see what can be done.  Often a foraminotomy can be performed to decompress nerves.
