Because a person can be mature, but not legally an adult making some unable to provide for themselves. For instance a 14 year old gets pregnant, she isn't legally able to work where I live so how is she to provide for the child? Parents are great support yes, but not even mine could afford to help my sister enough when she had her first and still till this day she doesn't have a GED or diploma and she has a very hard time finding jobs. She is in her late twenties now and she has willingly said "I chose to act as an adult thinking I was ready, but I wasn't"... And even though she loves all of her kids she wishes she had chosen to wait. So what I am saying is that we tell those younger than us that it is wrong and that they are to young because we have seen the consequences and would rather not see someone else go through the same thing. Not because we don't think you are mature we just care about your well being.
ADDED COMMENT:
I am not saying stop them from having sex any kid is gonna figure a way to do something behind their parent's back I am saying be educated about your decisions first and use protection. Most of all don't always count on someone to be there to help either. I don't know where you live, but where I do there are child labor laws and you have to be 16 to work and only with parent or legal gardean's concent.
