I always feel thirsty.Whenever i don't drink a water,my throat sore.Does it mean that i have a diabetes?

See your Doctor about it and get a blood test. That will tell you if you have diabetes or not and he/she can deal with your problem from there. They are related but only a blood test will tell for sure or not.
