Not quite sure what you mean -
If you're talking about adding water to a blood sample in vitro (out of the body) then you will burst, lyse, the red blood cells within the sample. They will then leach haemoglobin and other internal elements into the surrounding solution.
If you're talking about injecting yourself with water then I really wouldn't! Lysing the cells within your body due to osmotic pressure probably would do you a lot of good.
If you're talking about drinking plenty so that your body uptakes additional water and thins your blood then you'll likely up your blood pressure slightly and pee a lot.
