The simple answer is no, 35.5 degrees Celsius is not a normal body temperature. Someone who has such a temperature needs to be medically examined immediately.

The normal body temperature is 37 degrees Celsius; anything lower or higher, even by a degree or two, is very dangerous indeed. The body runs on a very narrow optimum temperature range, when outside these bounds serious effects such as hypothermia can set in.

Research has showed and all scientists are agreed that normal body temperature should be 97.6 to 98.6 oF. Body temperature can vary due to metabolic rate. If the metabolic rate is high then temperature can be high and can be low if metabolic rate is low. Temperature also differ due to environment. Rout of measuring body temperature is also important. Oral, armpit and rectal temperature measurements can be different. If you are asking about axillary temperature then 35.5 oC is normal otherwise it is not normal.
