This a question of ECG monitoring. It occurs when a person has a heart monitor and is also using some sort of 60 volt electronic device (like an electronic razor). This will be picked up on the heart monitor (which is, after all, simple measuring surrounding electronic activity) and eventually be logged as 60 cycle interference.
