Poor circulation in that area.. Its either you have an illness or you are exposed in a very cold environment.. Cold constricts our blood vessel.. Thus making no blood circulation.

It means you need to put some socks on. People lose a vast majority of their body heat through the extremities including the head, hands and feet. Poor circulation can also cause these symptoms since the blood flow isn't fully reaching the affected extremities, but the former is much more common then the latter.
