No. But only if you don't keep it clean.  Un-circumstised penis takes a bit longer to clean properly and is more prone to infection as it has something covering the glanis, (end of penis). Without the foreskin, a circumstised penis will have a bit less feeling also that an uncercumstised penis, but the overall difference is very small.

That is the B.S. Some will tell expectant mothers to push them into circumcising their sons just because they were.
