During exercise, oxygen requirements of heart and body increases because metabolic activities are increased and more carbon dioxide is produced. To give prompt supplies of oxygen to heart and other body parts and to get ride of carbon dioxide  quickly, heart rate increases during exercise. After the exercise, heart and body parts  need oxygen in normal quantities and carbon dioxide is also produced in less quantities due to reduced metabolic activities, heart rate goes down to normal.
