Black mold can cause allergic reactions, respiratory trouble, and a few more things but I am unsure whether it can cause infections.

Debossman is right. There are many illnesses that can come from being around mold. I am allergic to penicillin and when I am around mold I get sick real easy, the sinus, the lungs, and even throw up because of it. I even get a tightness in my chest. So I know it isn't healthy to be around, one thing you might do is scrape the paint off, clean the exposed wood and get something called kilz from Home Depot or Lowes, and paint that on your sills and then let it dry, then paint over it, it should help to prevent the mold from coming back. Hope this helps, good luck to you.
