Many say cardio helps, but I run competitively and honestly haven't seen any difference. Sometimes it's just genetics and hormones, especially for women, that causes the thighs to get fat more easily...
What actually helps though, in my experience, is doing body-weight strength training for legs. "Fitnessblender" on Youtube is a good channel for this. They get you really motivated to exercise, and the community is nice and supportive too. I actually noticed a difference in a few weeks with their workouts. So do exercises like lunges, squats, bird-dog movements, and clamshells.
