...boils? Really, boils? Boils are like big zits under your skin, and while I guess it's possible, I don't think it's likely to happen to your scrotum. The technical term is 'cyst'- look them up if you still think this is it.
however, if you're getting *zits* there, I'd suggest better hygiene and I'd be suspicious of things like irritation from toilet paper, possibly this is happening because you're shaving it improperly or with a dull razor, etc. Remember, wash with soap and *dry it off properly*. That last bit is key.
