I have the exact same height and weight as you, well almost. I weigh 67kg. My goal is to lose atleast 7kg so that I weigh 60kg. I have asked a lot of people and they all say that 60kg would be a normal weight for my body build and my length. So I suggest the same or maybe 62kg? But put your main goal more like 66kg first and when you have reached it put a new goal to like 62kg, so this way you will stay motivated :)

At 164cm (5'3-5'4), your ideal weight would be between 107-140 lbs (48.5 - 63.5kg).

At 70kg, you would need to lose 6.5kg (14.3 pounds).

A reasonable amount of weightloss per week would be 2 pounds(.9kg) a week.

If you maintained that weightloss, you could lose the 6.5kg in about 7 weeks time.

Of course, you could lose it sooner if you were more aggressive with the amount of calories you take in each day or the amount of cardio you do...

I would not recommend going below 1,200 calories(as a woman) or 1,500 as a man though.

Do some more reading up on proper diet/exercise protocol before you implement anything though...Select a diet/exercise program that provides fast results that is easy for you to follow and stick to it.

According to my humble opinion I highly recommended you that you needs to lose 9 to 10 kg for ideal weight..As 50 to 61 kg is ideal weight for 164cm height.If you wants to calculate your weight on daily basis you can use this Weight Loss Calculator,it shows the appropriate results.
