Breast tenderness is due to high hormone levels especially progesterone. These levels are high during pregnancy and cause breast tenderness. Progesterone levels are also high few days before periods and can cause a condition called premenstrual syndrome. This syndrome also causes breast tenderness. So, premenstrual syndrome is a condition other than pregnancy which hurt breast.
