The swollen midrift area could be due to different things, hard to say....

Have you changed your diet lately?

It could be bloating, from over-eating...it could just be water retention from that.

Of course I am no doctor so I could be something else.

As far as not being able to lose weight though, that is nonsense.  Everyone can lose weight, you just have to properly inform yourself on the process and be willing to implement the necessary steps.

You see...your body requires a certain amount of calories to maintain it's current weight (body weight in lbs x 15)...so if you were 150 pounds, that would be 150x15 = 2,250 calories/day.

To lose 1 pound you need to be in a deficit of 3,500 calories.  So if
you ate 500 calories less than this 2,250 each day (1,750 cals/day) you would lose 1 pound each week.

Couple that with 1 hour of cardio each day (500 calories burned/h on average)..you'll burn another 1 pound a week..

As far as how to track your calories, you'll need to start reading the labels of the food you eat and measuring things out and buy a food scale to weigh the fruits/vegetables/meat you eat.

Another thing you'll want to do is switch to eating more fruits, veggies and lean meats as they are low in calories generally yet can be quite satiating...making it easier for you to stay on a low calorie diet.
